Who decides when Easter falls?

The reason that I wondered this year, the first year in 35 years, is because my husband had a heart attack last year on Easter, only the one year anniversary was almost 3 weeks ago. So I had to wonder why this year Easter fell so far away from last year. The answer is the Moon. Apparently Easter is Sunday after the first full moon after March 21st. Interesting huh? Not really, but now you know.
